David Browne
Consultant, Master Mariner
David is one of the most respected and experienced Marine consultants working today and the current Managing Director of Andrew Moore & Associates Ltd. While at sea David Browne served as Master on a variety of vessels operating under various management and owners, with multi-national crews. David was also tasked with the preparation and supervision of vessel’s undergoing repairs and dry docking. Since moving ashore David has accumulated over 20 years experience in marine survey and consultancy, progressing to his present position as Managing Director of the Andrew Moore & Associates group offices, which provide survey activities using a full-time dedicated team of Master Mariners and Engineer surveyors, operating from offices in Hong Kong, China, Singapore, India, Turkey and the UK.
Edward Allsop
Consultant, Master Mariner
Edward Allsop is a Master Mariner with twelve years of experience at sea on offshore construction / pipelay, platform supply, container, tanker and survey vessels. Ed is now engaged in survey and consultancy work throughout the Asia-Pacific region, assisting our clients on a multitude of shipping and offshore projects. In addition to his qualifications as a Master, Ed also holds a Master’s degree in International Maritime Law.
Fisher Liu

Fisher Liu has full marine cargo experience in ranks from trainee to senior surveyor employed by various companies. Fisher has a lot of experience and proficiency in vessel pre-loading and pre-discharging surveys; cargo loading and discharging supervision; cargo hold cleanliness and cargo-worthiness inspections; lashing surveys on heavy lift cargoes, steels & equipments etc; draft surveys, on/off hire surveys. Cargo inspection for containerized and break bulk cargoes, steels, equipments, loading and discharging supervision; oil seeds, vegetables, fruits, frozen goods, feed oils, grains; soybean; frozen goods, inspection & damage claims; petroleum products, chemicals, crude oils inspection, gauging and sampling; dry bulk ore loading / discharging supervision and sampling; liquid and dry bulk cargo contamination investigations; shortage claims; loss control and investigations; bunker surveys for quantity and quality.
Jerry Lin
Marine Surveyor
Jerry Lin (Hongyi) is an experienced and qualified marine surveyor and loss adjuster. He holds a Bachelor degree in Engineering Sciences, an AQSIA China accredited surveyor licence, and an MPA Singapore bunker surveyor licence. He has worked on an wide range of marine and cargo projects / surveys (condition, damage, bunker, investigative), while also being involved with the testing of various oil and fuel products in laboratories, and occasionally advising clients on oil blending techniques. As a loss adjuster, Jerry has gained over the years a significant knowledge of the various types of insurance claims, having handled hundreds of them for our Lloyd’s Agency in Singapore and P&I Clubs (technical claims adjusting, loss control, risk management, loss recovery and salvage measure, etc). Jerry also acts as our Singapore office’s quality manager for bunker surveys, hence ensuring that all work is conducted in accordance to best practices, and following all ISO / IEC standards.
Jim Bacalso
Consultant, Naval Architect
Jim Bacalso is a Singapore based Marine Professional with 8 years experience within the shipbuilding, ship management, marine consultancy and marine surveying industry. He holds a BSc in Naval Architecture and is involved with a large number of consultancy projects, shipyard disputes, H&M and cargo claims.
Logan Rodricks
Consultant, Master Mariner
With his sea going career spanning over 15 years, Logan Rodricks rose through the ranks from deck cadet to master on Crude, Product, Chemical and LPG tankers, and on Bulk, Container and PCTC’s vessels. The last five years of his sea-going career was as Chief Officer and Master on board Container and PCTC’s trading worldwide. Whilst at sea he was involved in various dry dockings, attended at new buildings, implemented ISM and ISPS codes, oversaw Class and Flag State regulations as well as involvement with ISO 14001 and Risk Management. Having worked for various reputable charterers he has played an important role in pre-vetting inspections, NAV 9000 inspections and Safety & Quality Assurance programs. Logan joined Andrew Moore & Associates in 2007 in India before relocating to Hong Kong and then Singapore. He has traveled extensively in the South East Asia region to investigate marine casualties and for various condition & cargo surveys, including high involvement with liquefaction and other loading issues. Logan established and subsequently developed the Singapore Lloyds Agency office within AMA Singapore in April 2009. Under his leadership a robust bunker quantity and quality survey program was established for several major charterers in Singapore, and for which the Firm is now accredited by the ‘Singapore Accreditation Council’.
Richard Yi
Consultant, Master Mariner
Richard Yi is a senior marine consultant and Master Mariner based in Dalian China, after an eighteen year career at sea including eight years as Master, Richard moved ashore into consultancy. During his eleven years with Andrew Moore & Associates he has experienced nearly every type of investigation and survey. Whilst at sea Richard worked all ranks from Cadet to Master onboard Bulk Carriers and General Cargo Vessels for Chinese and international companies. Some of his experience in consultancy work includes the following: – Investigations into: collision, grounding, fire, under performance, crane damage, stevedore damage, shipyard quotation assessment, pre-delivery, new-building, loss of hire and dry bulk cargo liquefaction investigations. – Vessel Surveys: Draft survey, hull damage, condition survey for P&I clubs, H&M, Owners and charters and hatch cover inspections. – Cargo surveys: dry bulk moisture content, cargo loading and discharge, project surveys, steel cargo, lashing, sampling and cargo shortages. – More recently Richard has worked on warranty surveys for project cargos, monitored wreck removal operations and cargo salvage after a major casualty.
Sam Shen
Marine Surveyor
A Marine Surveyor since 2006, and latterly Senior Marine Surveyor, Sam Shen joined Andrew Moore & Associates in May 2011, based in Xiamen, China. During his 5 year surveyor career Sam has conducted numerous surveys for liquid petrochemical products, including crude oil, product oil, liquid chemical cargo in bulk, vegetable oil, LPG, LNG and, also solid bulk cargoes. Sam is an experienced bunker quantity and quality surveyor and investigator. Previously Sam has undertaken many bunker supply inspections for Lloyd’s register (FOBAS Bunker Survey) with high praise from the clients. Sam has made numerous chemical cargo loss and contamination investigations and surveys and, advises clients on safe storage and shipping arrangements, together with loss and contamination prevention issues.
Yahya Alang
Marine Surveyor
Yahya’s career spanned a life at sea as an Engineer from Cadet to Fourth Engineer before joining an established Petroleum Services Company in Singapore as a Bunker Quantity and Quality Surveyor. After several successful years he was promoted to senior surveyor in this company, having carried out a wide variety of bunker related surveys including quality and dispute investigations, de-bunkering surveys and tank sampling surveys both locally and overseas. Now with AMA for a number of years he continues in a similar role but is additionally highly involved with the Lloyd Agency department having successfully investigated and attended for many insurance claims of varying natures.
