Graham Hill
Associate & Master Mariner
Graham Hill, a Master Mariner, joined Brookes Bell in July 2012. Graham has approximately 23 years sea experience, sailing as Master latterly on car carriers trading between North Europe and the Mediterranean. He has served on a wide variety of vessels, including extensive experience serving as Master and Chief Officer on ice class bulk carriers. After leaving the sea Graham spent 3 ½ years as a Marine Safety Consultant focusing on onboard training of vessel's crews in use of safety and fire fighting equipment as well as undertaking safety inspections and condition surveys on behalf of the owners and managers.
Richard Gains
Partner & Master Mariner
An experienced casualty investigator and ship master, with over 15 years in marine surveying and 22 years at sea. Drawing upon his command experience he provides clients with expert opinions and forensic analysis on an extensive range of nautical issues worldwide as well as giving expert evidence in the courts and at arbitrations. He has been involved a number of complex and high profile cases such as the TOREPO, MAERSK COLOMBO and more recently the OCEAN VICTORY unsafe port dispute. As a practical surveyor he has attended many different types of casualties including collisions, groundings, fires, cargo damages and wreck removals. Following the HEBEI SPIRIT oil pollution incident off the West Coast of South Korea, Richard assisted in the processing of thousands of claims on behalf of the IOPC Fund and acted as the local representative for the P&I Club and IOPC Fund during meetings with the Korean Government, local authorities and claimants. Following his involvement with the HEBEI SPIRIT, he was appointed as an arbitrator to the Panel of International Arbitrators by the Korean Commercial Arbitration Board.
Tim Moss
Partner & Consulting Scientist
Dr Tim Moss joined Brookes Bell in 2000, becoming a partner in 2006. Prior to joining the Group, Tim was a Study Director at a major agricultural chemical company. Tim has attended hundreds of vessels, warehouses and storage facilities worldwide, investigating, assisting with problems and, where appropriate, troubleshooting.
